It was created on September 1, 2016, by merging the Department of State and Legal Disciplines (until 2000, the Department of Theory of State and Law) of the Ukrainian Academy of Banking (heads of departments: V. F. Zharenko, A. O. Tkachenko) and the Department of Theory and history of the state and law (until 2014 – the department of history) of Sumy State University (heads: Miroshnichenko M.V., Belikova L.Y., Apanasenko O.T., Panchenko A.I., Osadchyi Y.G., V. A. Nesterenko, V. M. Vlasenko, V. V. Suhonos) to the Department of Constitutional Law, Theory and History of the State and Law. On June 25, 2020, it was reorganized into the Department of Fundamental Jurisprudence and Constitutional Law.
