The Institution of Whistleblowers as a Tool of Civic Engagement: Open Lecture Held at SumDU within the Jean Monnet Project

On November 7, the Department of Administrative, Commercial Law and Financial and Economic Security of Sumy State University hosted an open lecture under the framework of the Jean Monnet Project “Citizen Participation: Challenges and European Experience.”

The event featured Nadiia Horobets, Senior Lecturer at the Department, who delivered a lecture entitled “The Institution of Whistleblowers as a Form of Citizen Participation in Preventing Corruption: The Experience of EU Countries and Ukraine.”

The discussion focused on the fundamental principles of the whistleblower institution, its role in promoting integrity, and its contribution to shaping effective anti-corruption policies. Particular attention was given to the European approaches to whistleblower protection, reporting procedures, and recent legislative developments in Ukraine aimed at aligning national practices with EU standards.

The lecture encouraged open dialogue and critical reflection. Participants asked questions, exchanged perspectives on the current state of whistleblower protection in Ukraine, and proposed ideas for strengthening transparency and accountability mechanisms.

This open lecture represents another important step within the Jean Monnet Project, which aims to advance European democratic values, foster civic engagement, and promote the culture of openness and responsibility in public governance.
